Framework and Path towards Artificial Intelligence Governance by Center for Science & Technology Development and Governance, Tsinghua University, proposes a multi-layered framework and implementation path for AI governance. It theoretically supports the release of Global Artificial Intelligence Governance and China’s Solution at 2024 World AI Conference & High-level Meeting on Global AI Governance, amplifying China’s voice; offers theoretical guidance for the White Paper on Major Application Scenarios of Artificial Intelligence in China and AI for Good, a global partnership program; and provides decision-making consultation for authorities such as the Ministry of Science and Technology, the Ministry of Education, the Ministry of Industry and Information Technology, and the National Development and Reform Commission. This work reflects a proactive response to the national “AI+” initiative, providing a tool and reference for good governance and good use of artificial intelligence which would efficiently empower various industries.
